Aug #4 Buggy Eligibility?
I can't see the pictures but it sounds like the Aug #4 buggy is the same one as July's winner, but its been sold and re-submitted by its new owner.

I didn't catch that. We really don't have a rule set regarding this so we will just have to let submission by the new owner stand.
