I would say that leaking fuel is not something to mess with. Pull the hood. It's possible that it could be a bad gasket seal, a crack in the sending unit flange, or a leak in the fuel line. In any case, definitely not something to take shortcuts on.

Is it possible that your shift linkage is just out of adjustment? That you can adjust yourself. If not, what area do you live in? There are some decent VW transmission places out there. What ever you do, DO NOT take it to a regular automotive transmission shop as they are likely to charge you 2 to 3...

We swapped out the longer torsion bars on our off-road buggy for the shorter ones some years ago. I believe a manual wiper assembly that attaches to the windshield frame will also meet the code. You might want to look into going that direction if you don't want to fit the whole wiper motor assembly under the dash.
