This is one to keep an eye on. In 2012, a local environmental group was successful in getting a judge to OK San Luis Obispo County AQMD fines against the State Parks Department every day that the particulate matter levels in the area exceed State maximum levels. Their belief is that it is the OHV's that are causing the bulk of the problem (even though the sand dust comes from the entire 18 mile stretch of dunes, not just the 4 mile OHV section) and they are working slowly towards banning all OHV traffic from the dunes. This was only their first step. Fortunately, the new mayor of Grover Beach has come out in favor of the OHV's and is working hard to keep the area open to OHV traffic. The link below is to an L.A. Times article detailing her fight to keep the area open to OHV's.
