Does it have the twisted flatstock body mounts from the top rear shock mounts? The one he is looking for has a 4" diameter screw on cap. The one you have pictured is about 1 1/4" diameter.

I have recently noticed that there are a few chrome shops advertising that they chrome plastic. I can only imagine the cost.

Those are available from boat shops. It's a 4" Deck plate for a boat. The problem is, they don't make chrome ones anymore. And the grip to unscrew it, is now recessed. Image

This is the best picture I have showing the battery well. I don't think you are going to find a "Patch Panel" to glass in. Your best bet is to contour a piece of foam for a mold and make your own "patch Panel". http://www.manxgallery.org/gallery/albums/album224/BLUE_BUGGY_002.siz...
